Measurement Tool Does Not Use Map Scale Property Properly

Good Evening,
I was sanity checking my maps, and I though I was going crazy until I started doing some testing. The measure tool uses the proper unit label but it only ever calculates the distance as 1 (unit) = 1px .. so in a large drawing that starts to scale rather weirdly.
In the image below you can see this in play. My Grid is setup so that 25px = 5 feet. A standard D&D Movement Square Grid. I have 25px X 25px in the grid properties with a 2px wide line. Which causes me to wonder if I shouldn't do a 24px X 24px grid to account for the width of the pixels, but I digress.
