nested and normalizing splines

So, I tend to do my fractals at full Factor (8) - it looks like doing "nested" fractals increases the Factor of a line segment by 1 until it reaches that maximum of 8, but doesn't really do much when you're already at maximum - is this intentional or is there an aspect of Nested Fractals I'm unaware of?

I come from 3ds Max. In that program one thing you can do with splines that's handy is to subdivide a spline either by a given number (1 segment with 2 verts becomes 4 segments with 5 verts) or by length (a 3 meter long spline gets cut into 1.25-ish meter chunks - the remainder of which is either put at the Front of the Spline, the back of the Spline, or dived up until the true subdivision length is a factor of the total length). Having a quick way to do that with a tool would be very helpful.
Related to this is Normalization without Subdivision - say you have a 5 vertex spline - Normalizing it would spread the verts of a line the line evenly - could be handy for get consistent fractalization.
