Items Notes for Labels?

Me again already, sorry.
I love the Item Notes options. But, perhaps due to my style of map-making, I find myself wishing location notes could be linked to a label instead of a feature.
For example, the Kingdom of Otherworl might have a capital and several towns about it. While each settlement could have its own notes, I wouldn't have an easy place to hook notes to for the entire kingdom. If I add a label to my map, I could easily click it to add notes.
As another example, when placing settlements (especially on larger scale maps) I often don't just place a town symbol, but possibly put a castle beside it or such to add some more detail. If I want to add notes for the settlement, it would be better to link it to the name of the town itself then to choose one of the 2 features?
