The sketch layer is a good idea and I’ll add it to our list! We’ve actually had plans to add guidelines since we added the ruler, but it’s been pushed back a couple times. We’ll move it up the priority list and try to get those out release after next.

The layers items are currently shown in the order that the items are drawn on the map so that it's easier to see and change the z-order, so shifting the grouped items around might be confusing.
