The current behavior re-centers the the map on the point you zoomed into, isn't that how Photoshop does it? (at least CS3). I think your request would be for the zoom to basically not re center and keep the "map point" you click on still under the mouse cursor? Yes! That is exactly what I'm trying ...

Whenever I try and use my mouse to zoom, unless I'm near the very center of my screen the map jumps all over and I have to reorient myself. Finally got my new laptop delivered last week, installed the current Debian version and was able to run the Linux OWM build... and promptly ran into this bug. I am playing around with the Fractal tool for drawing overland continents, and in playing around with the Fractal tool and entering in different inputs/numbers for tension, I am not able to tell the difference between, say a continent drawn with 50 tension, compared to 100 tension. Maybe my eyesigh...
